Limit file of the Transnational Gambling Supervision System ( LUGAS )

The state-run “Cross-State Gambling Supervision System” (LUGAS), with its central database for monitoring deposit limits (limit file), is regulated by the Gambling and Sporting Goods Act (GlüStV). This serves to protect players by limiting stakes and preventing excessive gambling . It also enables the control and monitoring of gambling providers.

This central database records all deposits and their monthly totals for each player across all providers. If a player exceeds the monthly deposit limit of €1,000, the deposit is not authorized by the limit file. No further deposits are possible on licensed German gambling platforms until the end of the month .

A limit reduction set by the player takes effect immediately. A limit increase takes effect after seven days. Increasing the deposit limit above €1,000 is possible after a credit check by the provider.

With every deposit, data on the deposit amount and the player ID are transmitted to LUGAS. The LUGAS limit file confirms or rejects the deposit in real time via a web service.

Gambling providers manage the following data through authorized access:

• Registering a player
• Changing player data
• Player deposit
• Change of player ID
• Adjustment of the deposit limit

The data in the LUGAS system is deleted after the provider deletes the gaming account.
Other LUGAS systems include the activity file and the safe server .

The fees for the LUGAS system are paid by the license holders to the supervisory authority.
