LUGAS Safe Server of the Transnational Gambling Supervision System
The state-run “Cross-State Gambling Supervision System” (LUGAS), which requires the operation of a safe server in accordance with the GlüStV, serves as a central database for collecting relevant information on gaming operations.
This evaluation system allows:
monitoring compliance with regulatory requirements,
preventing manipulation, especially by event organizers,
the creation of a data basis for the evaluation of the 2021 State Treaty on Gambling,
the review of the organizers’ early detection of gambling addiction.
Gambling providers must accurately record the required data and make it available for transmission with minimal delay.
Data collection is carried out independently by the gambling providers on so-called safe servers. These safe servers must be set up and operated at the gambling providers’ own expense. The evaluation system regularly accesses the safe servers and downloads the data for processing. The required data and its structure are specified in the ‘Technical Guidelines for Safe Servers’ .

validates the data formally and content-wise,
rejects non-compliant data with error messages before transmission,
adapts formats and structures for specific events if necessary,
enables data corrections,
summarizes event groups,
generates chunks and
makes these available to the authorities.
