Activity file of the cross-state gambling supervisory system ( LUGAS ) according to GlüStV
The state-run “Cross-State Gambling Supervision System” with its activity file to prevent parallel gambling serves to protect players and monitor gambling providers.
This central database records all activation/deactivation for each player across all providers . Attempts to simultaneously register on other gambling platforms are no longer possible after the initial registration.
If a player logs out of a gaming platform or changes provider, a waiting period of five minutes must be observed. A player is assigned “active” status by one provider and cannot subsequently be activated by another provider. If the status remains “active” with a provider for an extended period without any transactions, the LUGAS system automatically sets the player to “inactive” after a certain period of time.
With each activity, the player ID and the activity status (active/inactive) are transmitted to LUGAS. The activity file confirms or denies registration in real time.
Gambling providers manage the following data through authorized access:
Registering a player
Changing player data
Change of player ID
Activation / deactivation
The LUGAS system deletes the data after the provider deletes the profile, so that the provider can support data protection. Other LUGAS systems include the limit file and the activity file .
The fees for the LUGAS system are paid by the license holders to the supervisory authority.
